Appeal Your Non-Medical Decisions Online

Social Security has a new way for you to conduct business with us online. You no longer need to visit our offices or call us to appeal a denial or adverse action related to your benefits. Beginning December 10, 2016, you can file an appeal online for non-medical issues, even if you live outside the United States. Examples of non-medical appeals include those for overpayments and Medicare premium rates.
The online appeals application is simple, convenient, and secure; it guides you through every step of the process. From outlining your rights to an appeal, to publications on the appeals process, a fair review of your case is right at your fingertips. The online application also lets you upload supporting documentation and save your submission.
Submitting your appeal and necessary documents online will save time and can help expedite the decision. Here are some things you’ll need when you’re ready to submit an appeal:
- Notice date or receipt from Social Security that explains what adverse action you wish to appeal; and
- Supporting documentation you wish to add to your request for appeal.

HI,
I am trying to get a appeal, am presently overseas and trying to deal with the Manilla SSA office. I spoke directly to them, and they repeatedly said that they (SSA) are not responsible for IRMAA assessments. I have written 3 times, and they keep sending my current IRMAA. I have spoken to 2 people in the US SSA and one said not to file an assessmant in December as there would be an assessmant in 2021, anothe said to file anyway. Following is the 3rd note I have sent to the philippines:

[5:37:42 pm]: Michael – I am presently overseas in Australia, and contacted the Manilla office. I asked them, and they said to contact Medicare., as they did not do it.

[5:43:48 pm]: Michael Sorry for spelling – Could you please provide an email to proceed with this, as I had a life changing event in 2018, I tried to lodge an appeal on line, and the website would not accept the .PDF, .JPG or .TIF. I live in the US, however, are overseas in Australia at the moment. I am trying to sort out my US Medicare – I just turned 65 in December and signed up, and was assessed on my 2018 tax return. My 2019 return had no income. I am frustrated with the overseas office, as they do not understand this, and said they were not responsible for assessment. Again, who do I contact?
[5:45:18 pm]: Ana – I completely understand and I am sorry for any inconvenience, but it is Social Security who processes the life changing events and appeals for the IRMAA charges. If you have already spoke with Social Security, my advice is to contact them again and try to speak with someone higher on their end””.
I had also tried to up load my documents filing online, but the .PDF, .JPG and .TIF were not recognized by the webpage. I am awaiting a response, which hopefully will come via email.

To report a Medicare Income-Related Monthly Adjustment Amount Life-Changing Event, complete and return form SSA-44 to the nearest Federal Benefit Unit in the area.
