Financial Services Industry Leader Frank Bisignano to be the 18th Commissioner of Social Security

Social Security Administration LogoFinancial services industry leader Frank Bisignano was sworn in today as the 18th Commissioner of Social Security.

He joins the Social Security Administration from Fiserv, the industry leading payments and fintech company, where he was Chairman and CEO.

“President Trump has been clear about Social Security. We will protect it,” said Commissioner Bisignano. “We will make the Social Security Administration a premier organization.”

The Social Security Commissioner oversees the administration of all Social Security programs. Last year, Social Security paid over $1.5 trillion in benefits to more than 72 million beneficiaries.

    Lies and misdirection.
    Mr. Bisignano is quoted having said:
    “we had a bold goal of single-digit wait time on the calls when they were at 40 minutes”

    I just called SSA 800 number a week ago and had to wait on hold for over 3 hours to speak to someone.

    Your system is understaffed, broken, and constantly making misleading statements. You should be held accountable!

    Dear Commissioner Frank Bisignano,

    While I do appreciate the ongoing efforts to find and eliminate fraud and abuse within governmental agencies, I respectfully disagree with your recent remarks that SSA has become more responsive and efficient. I had been waiting for an appointment since April 2025 and just received the notice of an appointment, but it won’t be until the end of September. And who knows how long it will the take to begin my benefits. My experience with SSA has been the exact opposite of efficient. I hope that you are able to make some meaningful changes in operations and staff attitudes. As vulnerable seniors, we have no recourse but to be subject to the whims of whomever we speak with at SSA.

    I have submitted an online retirement application in December 2024, and did not hear anything since. My application had been assigned to the Frankfurt Consulate FBU, as I am currently an expat in Germany. MySocialSecurity shows that my application is still being processed. Why does it take so long?

    Mr. Bisignano, I am sorry to say I had the worst experience with SS agents . Today was my phone appointment with agent Gummer regarding survivor benefits. I left work work for my appointment at [ 8/13] 2.45 pm. 30 minutes passed call office very pleasant lady name Ms.Right answered, told her haven’t received a call for my appointment. Ms Right said that Ms. Gumer will call. I understood she is running late. I will wait for her call. 3.50 pm no call from Ms. Gumer, called office again, Ms Right answereed again very polite. She reach out to Ms. Gumer who responded she will call me in 15 mins. and Ms Gumer will be working until 5.15 pm. 4.45 pm Ms Gumer called said she can reshedule. I responded I want to complete today. Ms. Gumer was very rushed said she had to go shortly. Very impolite, will not allow me to ask questions she just kept saying maam maam and cutting me of. This agent was very frustrating to deal with. She never answered my questions and simple said she will see me when I take my documents to office on 8/15 at 1 pm. she cannot give me the survivor’s benefit amount then said bye. Worst case of customer services I have experienced. Not mentioning how many times SS agent hung up on me and incorrect information was provided in the past. I would like some to pull this phone interview call and listen to it. I work in customer services and if I was to speak with client in that manner , no doubt I will be fired. I am very concern about meeting this agent in person. Americans worked and paid into this system for years and to be treated like this is totally wrong. It was not my fault Ms. Gumer was 2 hours late for the appointment, I understand that things happen and was willing to wait for her, but not to be treated in this manner.

    I’ve called ssa for two years now about my retroactive payment that I am owed.and talked with countless agents for information. Every month or every other month.they can’t help me because they don’t have access to most of my files. Or Iam talking with someone from another state,Who doesn’t know what is happening with my case.all I hear is they are working on it . Well they are ether slow workers or don’t care about my need to know. I hope things change ssa is in desperate need of change to care about our needs. We depend on them to pay rent and buy food /utilities etc. the money we get not worth the headache we go through to get answers.

    I received a letter from the Social Security Administration in Owings Mills, Md on Wednesday, August 6, 2025. I don’t understand why I overpaid $20,035.80. Can you please explain to me?

      If you are like most old-age retiree trustees and do not receive SSI nor SSDI but have contributed to SS and worked for example as a teacher and have a pension, then you should not owe anything. You and those of us who contributed to SSA and are old-age retiree trustee are NOT under Title II. Since the WEP repeal it appears as though some employees within have begun twisting “WEP to an “Overpayment” because SSA continues to error by capriciously taking retiree’s funds they have absolutely no legal federal right to take. It’s called subjecting we old-age retirees who are definitely NOT entitlee recipients to unconstitutional severe deprivation; and constitutes Elderly Fiduciary
      Financial Exploitation and Financial abuse.

    Mr. Frank Bisignano,
    I have made many attempts with the Social Security office to update my address in my banking account information. I called July 3 because I did not receive my July 3 Social Security payment. I also called July 7 July 8, July 9, July 10, and again July 15. On July 13th I spoke to Debbie V who informed me that the person on July 10 did not even change the information. But in all these many calls, none of the information have been changed as of yet. In my complete runaround and waiting six hours on hold for all of these calls. None of this information was ever changed. I was told various untruth by different people, that they could not take my information of my banking account and they weren’t allowed to take my information in my banking account and then transfer to other people who supposedly took the information but the information had never changed. On 715 I called the second time and spoke to Ayesha and found out the supervisor was named Stanley Robinson and left a message for him. On July 16, Stanley Robinson return my call. At this point, I have still not received my July 3 check my information has still not changed. He told me the soonest possible way to get my check was to go into a Social Security office. I scheduled an appointment with him for August 1 in Anaheim because there was no sooner appointments near to me. I drove three hours to go to the Anaheim office on August 1. I spoke to a supervisor there and she said there was no way I could pick up a check at that office. And she would rule it as a critical need and that Stanley Robinson should’ve ruled it as a critical needs so I have to get my check. The process from the beginning was 10 to 15 calendar days which would turn out to be August 5. So when the supervisor put in the critical request, she told me would take another 3 to 5 days for me to get my check and that I probably would have to call in again in August to get my August 3 check. I received my July 3 check on August 5. I called back on August 6 and spoke to Trisha the address changed, had still not been in effect. She informed me there was a typo on the routing number of my checking account. I asked for your information she refused to give me information. In fact she didn’t even know who you were. She transferred me to another person to take care of the banking information. Funny I had received my July payment the day before that in my banking account.I then spoke to Jessica who informed me I have two separate records so she was gonna combine the two of them on this call. Today is August 9 and I still have not received my August 3 check. If this was any other banking institution, I would be receiving interest for this money that I’m not getting paid. I want you to understand that not one of your employees ever questioned why my information was not going through. When I moved last September, I called in and changed my address and I made the mistake of assuming that it had been changed only to find out that that address from that call had also never been updated. In all of these many calls, none of your employees ever thought to think outside of the box and question why this was not going through. I asked him if there was maybe some kind of glitch in the system and why no one was questioning why it wasn’t getting changed. When the treasury was trying to charge me $54,000 for my own medical bills, they knew how to find me now I thought that by going to my congressman, Derek Tran. I asked several people for your information and like I said they don’t know who you are. Well, I did a lot of research and I finally found this site to report to you that your employees are not doing their jobs. And I will not stop until somebody listens to me. I have reported to the inspector General on July 17 and again on August 4 this situation. I have also called congressman Vince arms who is the 20th district congressman for my area Tehachapi, California, where I am currently living during this situation. I have yet to hear back from him. As I did while fighting with the treasury, I will continue to contact you, and call the Social Security number until I get my other payment. I feel sorry for anyone who does not have the capacity to fight like me. I know you just inherited this messed up system, but if somebody doesn’t tell you what’s going on you’re never gonna know how to fix it. I would appreciate a contact back from you so I know somebody has paid attention to me!!

    Can you please tell me why its going to take 7 weeks for a scheduled phone appt. to start my social security? I thought phone services were improved.
