Commissioner of Social Security Shares Update about COVID-19 Economic Impact Payments for Beneficiaries
Reading Time: 1 MinuteLast Updated: February 21, 2023
“I want to provide an update to people who receive benefits from the Social Security Administration.
The Department of the Treasury (Treasury) announced on April 1 that Social Security beneficiaries who are not typically required to file tax returns will not need to file an abbreviated tax return to receive an economic impact payment. The Internal Revenue Service (IRS) will use the information on the Form SSA-1099 to generate $1,200 economic impact payments to Social Security beneficiaries who did not file tax returns in 2018 or 2019.
Treasury, not Social Security, will make automatic payments to Social Security beneficiaries. Beneficiaries will receive these payments by direct deposit or by paper check, just as they would normally receive their Social Security benefits.
For updates from the IRS, visit their web page.
Note for Supplemental Security Income (SSI) Recipients:
We are working closely with Treasury to address outstanding questions about our SSI recipients in an attempt to make the issuance of economic impact payments as quick and efficient as possible. We realize people are concerned, and the IRS will provide additional information on their web page when available. Please note that we will not consider economic impact payments as income for SSI recipients, and the payments are excluded from resources for 12 months.”

To whom it may concern, my name is Yvette Stevenson I’m reaching out your agency because of the current events that has affected my fictive mom financially, emotionally and physically. Please let me explain further, my fictive mom name Stella M. Davis 80 years old and retired from Baltimore County Public School System. Mom informed this writer that she didn’t receive her retirement check this month on this day 4/29/2020. This writer told mom when we go to Bank of America tomorrow, we would ask to find out what day her checks supposed to be deposited in her bank account. The teller Ms. Vickie assisted mom and I that day at the Loch Raven branch. Ms. Vickie informed us that her retirement (BCPS) arrives in her account towards the end of the month which was deposited. Ms. Vickie stated, “let’s check for her Social Security check”. Ms. Vickie stated from our records Stella hasn’t received a Social Security check since December 18, 2019. Moms heart dropped and her face was puzzled. Ms. Vickie told us to contact the Social Security Administration to find out what happened to her checks. I reassured mom that we will get to the bottom of this situation.
This writer called Social Security Administration at the Belair location while mom was in the car and we spoke to Ms. Lucas on 04/30/2020. To find out about her SSA checks that was not deposited to her account since 12/18/2019. Ms. Lucas stated Ms. Davis your checks was deposited on a Van Core or Corp.com and switched to a Green Dot card a couple of months later. This writer informed her that mom has always banked with Bank of America. Ms. Lucas stated after the verification process, this writer was given permission to discuss mom’s situation. Ms. Lucas informed this writer that the address they have on file is 309 East 22nd St. I informed her that mom doesn’t live at that address she has a house on 3323 Shannon Dr. Baltimore Md. 21213 that she has resided in for over 15 to 20 years with a mortgage. Ms. Lucas put a notification on her account that information can’t be change unless in person and accompanied with this writer and I would have to present, and I.D. Ms. Lucas informed this writer to go to Bank of America to retrieve her full account number and to call Office of Inspector General to file a fraud case. We completed both tasks and waited for a response from Social Security Administration.
This writer called Adult Protection Agency and the Belair Social Security Administration to see if there were any updates. The customer service representative asked who we talked to I told them Ms. Lucas. The representative sent me to the voicemail of Ms. Lucas I left a message to find out when will Mom receive her check? I called Ms. Lucas back a week later, no response. 25 days have passed in my frustration watching mom deteriorate (tremendous weight loss) and her short-term memory loss. I called the Belair SSA again which I thought it was I had called S.S.A headquarters and explained my mom’s situation after going through verification process. The young lady called the Belair SSA and told Mom Stella Davis someone will contact her. They called Mom Stella Davis after 4pm and she couldn’t recall what they asked her. So, the next day this writer called which was the 26th day I called Belair SSA. Talked to Customer Service Rep. about the situation.
The rep. sent the call to Ms. Dash was able to answer a few questions, like when will mom receives her S.S.A. check because, mom must pay her bills I try to help. Ms. Dash stated this is the 1st time I’m hearing about this situation. Ms. Dash reviewed the case and must investigate this further and after her finding she would put a tracer and a no receipt of payment. The next following week this writer called Ms. Dash and she stated you would have to speak to her Operations Manager Ms. Springer the conversation started with what is the procedure when a person reports fraudulent activity with their checks? Ms. Spriggs stated it takes 10 days. I informed it’s been almost a month and moms still hasn’t received a check. Ms. Spriggs stated, “Office of Inspector General wont waste 60,000.00 on a 4,000 to investigate your moms’ case”, Ms. Spriggs stated she worked in that department, she went on to tell this writer to investigate where the debit cards come from. This writer stated “is that my job or yours because the information is on the S.S.A database? Then I stated again S.S.A. gave me the information and is more equipped to investigate this situation.
I called last week to get an update from the S.S.A. Belair office. This writer talked to the Manager Ms. Watford to inquire about an emergency funds for mom to assist her with her bills. Ms. Watford stated “no, not until the investigation is over’ then she asked who I talked to? I told Ms. Lucas, Ms. Dash, Mr. Prime, Ms. Spriggs, the 1st thing Ms. Watford said I will have Ms. Lucas call me back with some updates. Ms. Lucas called the next day she stated she must get in touch with Green Dot and will contact us later this week. To this day no avail and mom hasn’t received or no recovery for the checks that has been missing since 12/18/2019.
The Belair Social Security Administration was asked what the procedure is several times to ensure the steps when someone checks where missing before the pandemic hit. My fictive mom is maintaining with the weight loss and her mindset deteriorating.
As a mandated reporter I contacted Adult Protection Agency to assist this writer with mom’s situation. Mom didn’t deserve the unprofessionalism, speculations or the questioning or even feeling victimized from a system that she has invested in for decades from the staff at Belair S.S.A. I just had the opportunity to graduate this year from Morgan State University from the School of Social Work. To see this behavior from professionals is heart breaking to this writer.
Sincerely concerned,
Yvette Stevenson

I need help in being paid as a caregiver to my 30 year son who has become totally disabled due to Multiple Sclerosis. How can I apply for financial assistance? I can no-longer go to work due to his 24/7 care. How can I apply for Long term care?
V.V.
Hi Elena, thanks for using our blog. We do not pay caregivers. However, you may be eligible to receive social services from the state in which you live. These services include free meals, housekeeping help, transportation, or help with other problems. You can get information about services in your area from your state or local social services office. You can also visit the U.S. Department of Health and Human Services web page for more information. Thanks.

As an SS Retiree and a 100% disabled Veteran I met all the requirements to receive a Direct Deposit $1200 payment by the end of April, I’m still waiting! The “Get My Payment” tool states there is not enough information and they are working on the problem, or Im not eligible, thats it after 2 1/2 months of checking the TOOL, I still get no info, no payment date, the IRS hotline at 1-800-919-9835 does not connect me to a LIVE agent, just a simple recording with the same useless information for nearly 3 months! So now what???
