Social Security Publishes Proposed Rule for Payroll Information Exchange to Reduce Improper Payments

Social Security Administration SealToday, the Social Security Administration published a proposed rule, “Use of Electronic Payroll Data to Improve Program Administration,” describing the agency’s plans for accessing and using information from payroll data providers to reduce improper payments, including overpayments, which improves service to customers.

Unreported, late reported, and incorrectly reported earnings are often a cause of overpayments for people who receive Social Security Disability Insurance (SSDI) benefits and Supplemental Security Income (SSI) payments. When a person has been overpaid, the law requires the agency to ask for repayment, which can create financial difficulties for beneficiaries.

“Social Security is taking a critically important step to reduce improper payments, including overpayments, by ensuring we receive timely and accurate wage data. These automated payroll information exchanges will address the inefficiencies associated with self-reporting and manual verification by introducing a more streamlined approach,” said Martin O’Malley, Commissioner of Social Security. “These exchanges will prevent inequities caused by improper payments by enabling Social Security employees to adjust SSI payments before they are issued and help us more efficiently administer SSDI.”

Social Security is working to reduce wage-related improper payments by using its legal authority to establish information exchanges with payroll data providers. These exchanges will help ensure the agency receives timely and accurate wage data. These exchanges and the agency’s planned business process is called the Payroll Information Exchange (PIE).

PIE will help reduce manual reporting errors as well as the reporting burden for individuals who authorize Social Security to obtain their wage and employment information through these information exchanges and work for employers whose payroll data is available through the exchange. PIE will also help to more quickly identify wages that often go unreported or undetected and which can lead to improper payments.

People may read the notice of proposed rulemaking (NPRM) here. Public comment is an important part of this process and people may provide comments on the NPRM by April 15, 2024.

    How Does it work now? If I am turning in my pay stubs every month, on time, this should avoid an over payment, right? I have been doing this, yet still got a notice of over payments for over 7 months of benefits, since my ticket to work expired. I was just told Friday that it was my responsibility to know I made too much and shouldn’t have spent the benefits I received. I was not treated very nice. I have been trying to look up how this is figured out but haven’t had any luck finding results..

    I am being charged for an overpayment that I don’t even know when it started but I know I’ve been paying it for at least 3yrs now and it says I still owe $17,000 and I don’t understand why I’m being charged since I don’t have any other income and when I try to contact them I get the run around and never get to actually speak to anyone about the situation and they don’t have the right information for me in there system it’s just all so frustrating and confusing and I don’t know what to do

      I received a letter that states I owe $17,000.00 that I was over paid in 2022 and I have 30 days to refund it back to them or they will take it out over my next payments. I plan on getting ahold of them some how.

    Social Security set up a review during which I volunteered that I recently married but it lasted about 2 weeks and we went separate ways, but she came back for about two weeks and that I would update on the continued status if we made it a month this time. She interpreted that to mean we were together constantly for 2 years, then just went into Mary and even her daughters account without even asking permission or warrant as required by law added that up and cut my pay and even. Back pay for a year that we were not even together. Now I have no money to pay my rent and will soon be homeless for no real reason or fault.

    Unfortunately I am one of those people who had their wages unreported or not reported the Bond program. Social Security stopped my benefits with no warning. I had to go through hell trying to get my benefits back. I ended up having to still pay back the portion that wasn’t reported by them.

    The Wilmington, North Carolina office is negligently slow in calculating wages for SSI recipients. My son’s employer was closed for 5 weeks, he did not work, and had no income during that time. But, because the Wilmington office is so far behind, he is receiving hundreds of dollars less than he is entitled to. It seems like they would prefer SSI recipients not to try to work so they wouldn’t have to do these adjustments.

    My late husband died from the Camp lejeune water contamination from his service-connected disability supposedly he he owed over $17,000 I never collected SSDI I didn’t know he had it and they took half of my me and my kids survivors benefits and we were homeless at the time and they knew it I asked the worker if we still owed money or if I could put a waiver and she told me I couldn’t put a waiver in because I’m not the one that owed the money and in turn I had filed a complaint with the overheads of Social security and retaliation she took half our money even though right before she processed it I asked her if I could fill out a waiver that is so illegal

    I think ssi overpayment is sometimes wrongly applies to a person’s acct. I got a settlement and I Instructed my attys in NYC to plz deal with my ssi in Montana so I wouldn’t lose my benefits. Well I did nothing wrong. I never tried to hide it from the govt the fact I got settlement which truly was spent on self friends and kids within 2 or 3 months but next thing I know I’m getting a 12 pg letter saying I’m rec’ing benefit from other ppl and I have to get $400 withhheld from my $914.00 monthly check! So I get $500 a month now and I just can’t survive on it. I gotta contact my lawyers to see why they truly didn’t make more of an effort to ignore my settlement. It’s so wrong. I can’t afford my own apt. New clothes nothing! It’s messed up when u try to follow law and rules and this type of outcome happens. Why is ssi so confusing. Come out and say what I am doing to defraud ssi or whatever. Don’t just write a bunch of figures out and say how much I gotta pay you back bc it makes no sense why I have to give you my money (back pay) that collected while I was waiting to see federal judge. Someone help me

      Wow that’s sad and yet I have had some similar situations thru my disability benefits paid. For one I recieved my disability benefits in 2009. The judge I am guessing did not realize the depth of my physical disabilities as I was crippled at birth but had work all thru out my life and very long hours of standing upon my feet also developed a severe case of shock and trauma and was misdiagnosed only due to the truth of theatter being I couldn’t not physically go on. Exhausted both physically and mentally I endured needlessly multiple nervous breakdowns from repeated and allowed physical, financial, verbal and every type of abuse known to the public with lies and deciept in order to protect those involved in multiple crimes upon becoming an not wanted to be protected witness eventual threats upon .y life which occured early on at just the right time in my adult life and first marriage. So finding many losses to my income to have been stolen by the family to havearried into then the loss pfy own children the breakdowns were exspected and I was never provided the option of regaining a decent life of my own with someone eles. Instead treated as a door mat to use , abuse and manipulate. The danger was so very frieghteni g and extremely dangerous due to the opposites having Demonic preference. Never allowed to speak out or voice opinion. For my life’s sake and my children I was forced to leave and continued work with never ending threats and consistencies to take child support from my own wages after this individual was formerly prosecuted in a federal court case for rape and child molestation. The incarceration process was not as it should have been. My case had very very rare circumstances in that the laws should clearly have allowed no further need to have myself the life long victim of conspiracy to committ murders way to allow Any Prosecuted Felony such as to be set free when JUDGES Ruling clearly stated DO NOT ALLOW ANY FORM OF incarceration temporarily to be placed in county jail until final sentencing to the crime was completed in the same court room with the time length of this very long lived hanous crimes history to be of that by a conspiring family to be Demonic, and controlling , threatening to murder after the corecing process of dating long periods and not disclosing the true identy to myself nor to my family. The state , county, police Department Social Security local office employees at least in part in all areas along with many, many foer judges All to allow the repeated abuses to both myself and children with even the schools not complying as my child pleaded and begged for help and mercy to have the necessary medical attention needed as a twelve year old child of rape and insest. Don’t even bother to ask guessing why all this and more were not given to myself and children.ONEY. lots of money hungry fools and mob money Handouts with not very many tax dollars from so many to be paid by the benefitial recipients and passings put of my former inlaws of my first marriage. I had one co.pletely honest Judge. No help and complete denial from all law enforcement as well family , State, Legal Aid. A Joke. Tellinge no to my babies faces. Nightmare and slander. No money but my own pathetic attempt to provide for my children did I ever have. No real help with extra food , clothes
      Shelters to aid at that time in history from 83 to at least 2010. I was forced to pay child support. Over 50 percent my wages stolen. Never retrieved. I already had granted upon prosecuting for the rape to myself and child molestation to my child. Attempting to distroy .u own two children’s respect for me and each other. These individuals were in fact. Serial killers. I am currently seeking Justice and continued prayers and support for proper investigations to my own cold case as a now dieing victim to conspiracy to committ murders andy own paternal brothers kindness and loss of his own life in his dedicated attempts to help me and my children. Retired from a lifetime of dedicated leadership as an investigator and reporter to our troops who traveled around he was a Federal Agent on his first Case . Also a family member to the Immediete Family of Our Cherokee Nations Chief John Ross we were his great grandchildren. And our great Auntary Jane Ross of whom I am named after. I want our public to know exactly how disgusting others can be to victims when all they intend to do is allow serial killers to run free and murder who ever when ever with full control over all thru the help of funding abilities only allowed but certainly not irreplaceable both he and other immediete family to be running our Goverents profits to the organized crime funding. I suppose so desperately need to keep all provided with there hard work and hush money extra checks and profits. Nobody cared. Those who did. I refused die to the serial minds of those involved to form control and obsession personality traits. Acting, hiding and lieing to anyone who listened and accepted the funding so money talks. Wow. Does it ever. Course I needed no lifetime lessons learned. I have stayed alive thru listening to God. Keeping the faith of a mustard seed and asking for the private time with my own two children I so rightfully deserve as a rare rare form of liver cancer was given two seperate shots at the doctors in two seperate cities. You know. All those years I never was able to disclose the whole truth. People areirdered every day. When you put your time into your life and work as my brother and I did you would hope to have had the necessary aid in assisting to stop those who really were the sames as Yaha Ya. The terrorist to the Hamas. God has protected me thru the Annointing to at least live long enough to bring the truth of the matter to a few for proper justice very much needed toy brother’s name. Passed now over twenty years. Please pray for our Christians. For the children especially who are kidnapped and murdered and drugged for sex trafficking purposes. I know my God and thru Jesus and a few good folks who truly care. We will turn this world around forever. This world and All created like the circle of life. Do not let anyone steal yours. Lol I never recieved my spousal wages either. That man stole more my money and made his own. Ple ty. Hiding it. I should be worth bout $450.00 Billion between my brother, Children and Me. God Bless You All. Pray for Justice.Never loose faith in Jesus. Make him your best friend. Don’t laugh with the devil. It will get you shot.

    MISCONDUCT
    SOCIAL SECURITY ADMINISTRATION is being RANSACKED FROM WITHIN by their very own OIG, CDI PROGRAM UNIT, overseers, contractors and affiliates who are involved in nefarious activities. They are intentionally causing financial hardships, blocking all types of income so you can’t progress, poisoning people by giving them unknown substance without their knowledge by threatening and paying someone who usually would have access to your nutrition to put these things into your food and beverages. They intentionally block all opportunities for income and also online sources of income, so don’t think being an online trader will work, and isolate the recipient/ex-recipient. All this while they threaten and pay people “to not say anything” it’s a secret” “they’re not suppose to know” ” don’t tell them”.
    THEY INTENTIONALLY CAUSE RECIPIENTS AND EX RECIPIENTS to remain stagnant and unemployed, so they can continue to milk the SSA and contracts. People remain quiet because they are threatened and also brainwashed by hating the recipient/ex-recipient by thinking the false allegations are true, as the recipient is dehumanized in a smear campaign where many things are fabricated. That’s why most recipients can’t seem to be able to climb out of the Social Security Administration’s Poverty Programs. Look who’s to benefit from this and you’ll find the real culprits, and it’s not the people that have to wait 30 days to receive a check once a month.

    As a Social Worker who worked with SSDI/SSI recipients my entire career, I know that one of the hardest things for people to do is report their wages every month in a timely manner. SSA has tried again and again to make this process easier. People still struggled with it. Overpayments can be really difficult to cope with as paying it back can take money out of their pockets over a long period of time. I understand the concern about allowing SSA (ie, the government) access to your payment records, but they do get this information when you do your taxes anyway. I hope the program works out!

      Unemployment division had, most states…there was a weekly call made…use a a telephone keypad. What was your pay last check? If people don’t comply, figure out why.

      We want to fix this. Let’s work together to fix it.

      Each American citizen, find out what your three Congressional
      members think about SSA funding. Ask them. Or look it up.
      If he or she says Entitlement, vote them out.
