Social Security Welcomes its New Commissioner

" "Andrew M. Saul was sworn in today as the Commissioner of Social Security at the agency’s office in Washington, D.C. He will serve a six-year term that expires on January 19, 2025.

Commissioner Saul expressed his gratitude at being chosen to serve as the Commissioner of Social Security. “The Social Security programs touch the lives of almost every American – serving in this position is a tremendous privilege and an awesome responsibility,” said Commissioner Saul. “I am humbled by the opportunity to help the agency to deliver critical services to the American people.”

Commissioner Saul brings a vast amount of experience to the position. At the federal level, one of Commissioner Saul’s greatest achievements was his work with the Federal Thrift Investment Board (FTIB). In 2002, Commissioner Saul became Chairman of the FTIB, which administers the Thrift Savings Plan (TSP). The TSP provides military and federal employees the opportunity to save for additional retirement security. Commissioner Saul led the board to modernize systems and restructure executive staff.  Through effective changes, he increased participation and reduced participant costs.

In addition to his federal service, Commissioner Saul has served and worked within numerous state and local governments, non-profit organizations, and private sector businesses. He started his career in the private sector, growing and managing two large publicly traded apparel chains for over 20 years. He served as Vice Chairman and Chairman of the Finance Committee of the Metropolitan Transportation Authority, New York’s regional transportation system and the country’s largest public transportation network. He also served as Vice Chairman of the Mount Sinai Health System and Chairman of its Audit and Compliance Committee. In addition, he was a Trustee and Chairman of the Audit Committee of the National Gallery of Art. He formerly served as a board member of the United Jewish Appeal Federation of New York.

Commissioner Saul will be responsible for administering the Social Security retirement, disability and survivors insurance programs that pay over one trillion dollars annually in benefits to approximately 64 million beneficiaries, as well as the Supplemental Security Income program that provides cash assistance to more than 8 million people with limited income and resources. The agency has a national workforce of about 63,000 employees and 1,500 facilities across the country and around the world.

Commissioner Saul is from New York. He is a graduate of the Wharton School of Finance at the University of Pennsylvania, and serves on its Board of Overseers. He and his wife of over 50 years, Denise, have two adult children and three grandchildren.

    Social Security needs more employees. It is understaffed and undertrained. This is a vital program for everyday Americans and the service is appalling. The online services suck. Supposed texts from SS to my phone to log in were not delivered.
    I stopped social security after starting it and repaid the money. 18 months later they start it up again with no word from me! I get a letter from them meant for some woman in Louisiana. I sent it to her via snail mail knowing that if I sent it back to the Social Security offices she would never get it again. All her personal info was in it.
    My sister, a widow, had questions about retiring at 62. She got five different answers from five different calls. This is unconscionable.

    Dear Social Security Administration, Commissioner Andrew Saul, or To Whom It May Concern:
    My name is Ben Simmons. Firstly, I would like to state that, in truth I would much rather be writing a letter of compliment, instead of the following complaint against one agent, a Mr. Randy Hollenbeck (which is why it has taken me a while to send this letter to you).

    However, on the Wednesday of January 9th 2019, I spoke with a social security agent by the name of Randy Hollenbeck (of the Selinsgrove, PA office, at 150 Susquehanna Valley Mall Dr, Selinsgrove, PA 17870), over the phone, regarding a request that I had received from my biological nephew (Newton Eugene Pittullo, who has a medically diagnosed schizophrenic condition) asking me to become his representative payee. I asked the agent what I had to do to satisfy my nephews request, and Mr. Hollenbeck then informed me what the process entailed.

    (Again, the truth is that I quite honestly did not want to be anyone’s representative payee. Newton had asked me several times before, and up to this point, I had always declined).

    Mr. Hollenbeck stated that I would need a letter signed by Newton’s doctor, stating that he was not capable of managing his own finances, and that the letter should be faxed to the number at the local SS office (where Mr. Hollenbeck works). I in turn contacted my nephew and relayed Mr. Hollenbeck’s instructions to him, Newton in turn relayed the info to his doctor.

    On Thursday January 10th, Newton had the letter faxed from the hospital he was in at the time (Lenox Hill Hospital in New York). That same Thursday when I arrived at the SS office in Selinsgrove, Mr. Hollenbeck informed me, that Newton had neglected to have the doctor sign the letter that was faxed, and as a result, it had to be signed by his doctor and faxed again. Subsequently the issue was addressed, and the letter was signed and faxed a second time.

    The next day, Friday January 11th, I returned to the SS office, signed in, and was called to the window by a woman, I informed her of the fax, and she retrieved it. Then things started to take a strangely negative turn downhill. She was short in her tone and told me to wait a moment, and brought Mr. Hollenbeck to her window, at which time he started to tell me that there was already someone on file as Newton’s payee, (which surprised me because I thought that since Newton had asked me to be his payee, that he did not have one and obviously he needed one). Not being privy to his file, I had no idea that there was already someone in place, so, naturally I was curious to know who the payee was. When I asked that question, Mr. Hollenbeck’s tone of voice became rudely condescending, as he began to raise his voice in an extremely arrogant and domineering tone, while telling me with a ‘raised’ voice that there was “a better candidate on file than you are” (and kept repeating “there is a better candidate on file”. He was downright nasty). He also kept insisting that I was “asking to be the payee”, (when the truth is that “I was asked”) to take on the responsibility, and I finally reluctantly said yes to my nephew, (which is why I was there in the first place). Mr. Hollenbeck would not listen or pause so I could speak, he seemed to personalize the conversation as he spoke over me. He then proceeded to accuse me of purposely trying to withhold the fact (or knowledge) that there was already a payee on file, when I in truth had no knowledge of that fact. He seemed to be accusing me of attempting to defraud Social Security by trying to illegitimately become my nephew’s payee, (his attitude was alluding to the idea that I could get a hold of the monies for my own personal use). I must say, I was quietly humiliated and silently insulted.

    However, before I left, (in an attempt to leave in peace), I extended Mr. Hollenbeck the figurative and proverbial “olive branch”, in the form of a handshake, as I walked away in great embarrassment. Needless to say, his behavior was highly unprofessional and lead to a degrading experience for me.
    The feeling was just short of a “tail between one’s legs” kind of experience. In other words, total embarrassment!

    Hopefully, at the very least someone can bring this to his attention for some sorely needed periodic self-examination. And I would certainly be interested to know what steps will be taken to address Mr. Hollenbeck’s unacceptable behavior toward me.
